(1) After supplying the details as referred to in Sub-section (3) of Section 3 to the Press Registrar, the Manager shall fill the posts of working journalists required for the communication enterprise by making selection through open competition, in accordance with the prescribed procedures.
(2) The Manager shall issue appointment letters to the persons selected through open competition pursuant to Sub-section (1), within the prescribed period.
